    The Town of Richmond, Rhode Island, a peaceful and rural community of just over 8,000 residents, is seeking a dynamic and experienced professional to serve as its next Town Administrator. Known for its historical character and natural beauty, the town offers a country lifestyle with easy access to major metropolitan areas.     Reporting directly to the Town Council, the Town Administrator serves as the chief administrative officer of the town. This role is responsible for the overall supervision and coordination of all town administrative activities and the performance of each department, office, and commission. The Town Administrator also ensures that all municipal laws and ordinances are enforced, that permits and privileges granted by the town are properly observed, and that all contracts are fully fulfilled.


    Key Responsibilities

    • Administrative & Operational Oversight: Direct and oversee all administrative functions, ensuring effective coordination across all municipal departments. This includes managing all municipal purchasing, maintaining a comprehensive inventory of town property, and ensuring compliance with all town laws, contracts, and permits.
    • Financial & Strategic Planning: Annually prepare and present a five-year capital improvement plan and budget to the Town Council.
    • Leadership & Personnel Management: Provide direct oversight for all professional staff and volunteer commissions while managing contemporary personnel and labor relations, which include supervising all collective bargaining agreements, performance evaluations, and corrective actions.
    • Council & Public Relations: Act as the primary liaison between the Town Council and all town departments. Represent the town in matters of public engagement and intergovernmental relations. Propose and justify the appointment or removal of department directors, and designate temporary replacements as needed.
    • The position requires a flexible schedule, including regular evening work to attend council meetings, commissions, and other related events.
    • Perform all other duties required by the town charter and municipal ordinances, or as assigned by the Town Council.

    Qualifications

    • A bachelor’s degree, preferably in public administration or a related field, or an equivalent combination of education and experience.
    • Proven expertise in budgeting, financial forecasting, organizational leadership, and public sector operations.
    • Extensive experience in personnel management and labor relations, including performance evaluations, contract negotiations, and corrective action.
    • Proven expertise in project management and policy matters.
    • Strong verbal and written communication skills with the ability to effectively interact with diverse parties.
    • Experience fostering a collaborative team environment to achieve shared goals.
    • Ability to effectively collaborate with a wide range of individuals, including government officials, colleagues, staff, and the public.
    • Demonstrated ability to identify and secure new funding opportunities through effective grant writing and proposal development.


    Salary Range

    $95,000 to $105,000 annually
